The UAE and Abu Dhabi are made up of citizens and residents drawn from many countries, with a large expatriate workforce and many foreign tourists. Major international conferences, exhibitions and sporting events are held every year and these bring a wide mix of nationalities. It is therefore important that the policing model reflects the international dimension which for many countries is structured around community policing and partnership arrangements. Effective partnerships are proven to be the most successful arrangements for policing in many countries.

The course includes reference materials from countries that operate community policing models. These have been in existence, tested, reviewed and modified over many years. Community policing is based on the principle of partnership working, building trust between the police and the communities. Community policing is policing ‘for and with’ communities and not simply policing the community. Examples of partnership working are drawn from the UK, USA, Australia, Canada, Singapore, Latvia and Japan.
